Abstract
Standard & Poor's Ratings Services has affirmed its 'BBB' long-term rating on Bay County, Fla.'s educational facilities revenue refunding bonds, issued for the Bay Haven Charter Academy (BHCA). The rating outlook remains stable. We based the rating on our assessment of BHCA's credit characteristics, which include: A strong waiting list, indicating demand for the school's services; Test scores that are above state averages; and A good financial position. Partially offsetting credit factors include: Recent expansion, which created the North Bay Haven Charter Academy (North Bay Haven), located in temporary leased facilities; The school's constant need to attract students to remain financially and programmatically viable; and The uncertainty associated with charter renewals, inherent throughout the charter school sector, given that the...
