Bulletin: Proposed Kansas School Finance Reform Has No Immediate Effect On Ratings Jan 12

Abstract DALLAS (Standard & Poor's) Jan. 5, 2012-Standard & Poor's Ratings Services said today that the Dec. 14, 2011 preliminary school finance reform proposal by Kansas Governor Sam Brownback will not have any immediate effect on ratings. The proposal will be discussed during the state's 2012 legislative session. The proposal, if approved, would take effect during fiscal 2014, with the goal of simplifying the current state funding formula and providing an adequate, predictable level of funding to all Kansas school districts. At this point it is difficult for Standard & Poor's to assess the credit rating impact of the governor's proposal given that relatively few details are available and that the proposal could change significantly as it moves through the legislative...
