Standard & Poor's Ratings Services raised its long-term rating to 'A+' from 'A-'on Freeman School District 33-1 (Hutchinson, McCook, and Turner counties), South Dakota's outstanding series 2009 limited-tax certificates due to the district's decision to implement a 1.25x additional bonds test (ABT), which limits the issuance of additional debt. At the same time, Standard & Poor's assigned its 'A+' long-term rating to the district's series 2012 limited-tax general obligation (GO) crossover partial advance refunding certificates. The outlook on all ratings is stable.
