Abstract
The 'AAA' rating on Fairfax County Water Authority, Va.'s new series 2007 water revenue bonds and existing parity debt reflects: The very strong economic base of the service area; Extremely competitive water rates with a history of regular rate increases; An ongoing record of strong financial management; Healthy historical and projected debt service coverage; and A manageable 10-year capital improvement program (CIP) projected to be entirely funded by pay-as-you-go financing, with no future debt issuances planned. The bonds are secured by a pledge of net revenues of the water system. Series 2007 bond proceeds will be used to refund series 1992, 1997, and 2004 bonds for net present value savings of $14 million, or 8.7% of refunded bonds. The authority...
