Bulletin: Westar Energy Inc.?s Rate Filing Does Not Affect Ratings May 08

Abstract NEW YORK (Standard & Poor's) May 28, 2008--Standard & Poor's Ratings Services said today that its ratings and outlook on Westar Energy Inc. (BBB-/Stable/--) are not affected following the company's recent rate filing with the Kansas Corporation Commission for a combined total rate increase of $177.6 million or about 15% for both its north and south regions. If approved, it would help sustain investment-grade credit metrics during Westar's heavy capital expansion program. The request is premised on a 10.95% ROE versus the currently allowed 10%. Rate relief is needed to recover investments made in generation, higher operating expenses, ice storm costs, and for recognition of Emporia Energy Center construction work in progress (CWIP) and wind CWIP.
