BULLETIN: Westar's Rate Appeal Is Neutral To Credit Quality Jan 06

Abstract NEW YORK (Standard & Poor's) Jan. 18, 2006--Standard & Poor's Ratings Services said today that Westar Energy Inc.'s (BB+/Positive/-) request for reconsideration of certain parts of the Kansas Corporation Commission's (KCC) Dec. 28, 2005 rate order will not by itself affect the rating or outlook on the company. In its request, Westar asked the KCC, among other things, to reconsider the treatment of wholesale sales margins, how merger savings are allocated, and the 10% allowed ROE. The KCC has until Feb. 16, 2006 to respond to the petition for reconsideration and may render a decision within 30 days, though its is not bound to do so.
