BULLETIN: Kansas Regulators' Rate Reconsideration For Westar Does Not Affect Rating Feb 06

Abstract NEW YORK (Standard & Poor's) Feb. 16, 2006--Standard & Poor's Ratings Services said today that the Kansas Corporation Commission's (KCC) rate order reconsideration for Westar Energy Inc. (BB+/Positive/--) does not affect the ratings or outlook on the company. As expected, the order did not result in additional meaningful rate relief. The KCC declined to modify, among other things, the 10% ROE, the treatment of wholesale sales margins, and merger savings allocation. However, the initial adoption of certain important rate-making mechanisms, including a fuel adjustment clause and an environmental cost recovery rider, coupled with management's continued credit supportive actions may still lead to higher ratings in the foreseeable future, although on a more delayed basis....
