The ratings on Bank URALSIB reflect the 'bb' anchor for a commercial bank operating in Russia, our view of the bank's "adequate" business position, "weak" capital and earnings, "moderate" risk position, "average" funding, and "adequate" liquidity, as our criteria define these terms. The ratings also incorporate our consideration of a "moderate" likelihood of sovereign support for Bank URALSIB because we regard the bank as having "moderate systemic importance". The stand-alone credit profile (SACP) is 'b+'. Under our bank criteria, we use our Banking Industry Country Risk Assessment's economic and industry risk scores to determine a bank's anchor, the starting point in assigning an issuer credit rating.
