Standard & Poor's Ratings Services affirmed its 'A' long-term rating on Harford County, Md.'s (Aberdeen Proving Ground Family Housing LLC) taxable military family housing revenue bonds series 2009. The outlook is negative. The rating reflects our opinion of the following strengths of the base: High military essentiality of Aberdeen Proving Ground (APG) Communities; Improved occupancy of 84% at the project for the nine-month period ending Sept. 2011; Average increase in basic allowance for housing (BAH) of 4% at the Aberdeen base in 2011; and Addition of civilian personnel to the base, as well the project scope designed accommodate the decline in military personnel assigned to the installation.
