Abstract
CHICAGO (Standard & Poor's) Aug. 6, 2009--Standard & Poor's Ratings Services has assigned its 'AA-' long-term rating to Lincoln County School District No. 41-2 (Harrisburg), S.D.'s $10.42 million general obligation (GO) refunding bonds series 2009. The outlook is stable. The rating reflects Standard & Poor's view that the district has: A stable economy, supplemented by the district's participation in the regional economic base of Sioux Falls, S.D.; Very strong wealth and income indicators; and Healthy financial operations supported by strong reserve levels. Tempering these strengths are the district's moderate overall net debt burden, slow amortization, and high annual debt service carrying charge with continuing enrollment growth pressures expected.
