Standard & Poor's rating methodology for social housing incorporates both qualitative and quantitative factors, but does not give fixed weights to specific analytical topics. Standard & Poor's relies primarily on an expert-based approach to credit analysis, reflecting the collective experience of its analysts, rating committees, sector history, experience of debt-funders and regulation, as well as relevant peer comparisons which determine what factors are considered most important in assigning ratings. Rating outcomes effectively give more weight to some analytical topics than others, with justification provided in discussion and written rating rationales.
