Abstract Standard & Poor's Ratings Services has completed its review of the final rule issued by the Office of the Comptroller of the Currency (OCC) Jan. 7, 2004, which amends 12 C.F.R. Parts 7 and 34 (the Rule). On Jan. 26, 2004, Standard & Poor's announced that it was in the process of reviewing the Rule, which clarifies the scope of the OCC's preemption authority over national banks and their operating subsidiaries (collectively, National Banks) and sets forth the extent to which the operations of National Banks are subject to state laws.
