Standard & Poor's Ratings Services has affirmed its 'AA' long-term rating on North Carolina Medicare Care Commission's health care system revenue bonds, issued for Mission Health Inc. (MHS). Standard & Poor's also affirmed its 'AA/A-1' rating on the commission's $10 million series 2003 variable-rate demand health system refunding revenue bonds, also issued for MHS. The outlook on the ratings is stable. We based the short-term rating component on the series 2003 bonds on our view of a standby bond purchase agreement (SBPA) with BB&T Corp. (A/Stable/A-1). In our opinion, MHS continues to enjoy an excellent market position, good patient utilization, favorable operating and excess margins, and robust debt service coverage.
