Abstract
Standard & Poor's Ratings Services assigned its 'A+' long-term rating to Howard Lake, Minn.'s series 2012A general obligation (GO) sewer and water crossover refunding bonds. At the same time, Standard & Poor's affirmed its 'AA+' enhanced program rating and 'A+' long-term and underlying rating (SPUR) on the city's existing GO debt. The outlook on all ratings is stable. The enhanced rating reflects our view of the city's participation in the Minnesota Credit Enhancement program. The 'A+' rating reflects our view of the city's: Stable local economy with access to the Minneapolis-St Paul metropolitan area economy; Income and wealth indicators that range from adequate-to-strong; and Maintenance of very strong reserves.
