Standard & Poor's Ratings Services has assigned its 'A' long-term rating to Memorial Municipal Utility District (MUD), Texas' series 2012 unlimited-tax general obligation (GO) refunding bonds and affirmed its 'A' underlying rating (SPUR) on the district's existing GO debt. The outlook on all ratings is stable. The ratings reflect our view of the district's: Access to and participation in the deep and diverse Houston metropolitan statistical area (MSA); Mature status of development, which should limit the district's need to issue additional debt; and Sound financial position, with very strong reserves.
