Abstract
Standard & Poor's Ratings Services has assigned its 'A' rating to Harris County Fresh Water Supply District (WSD) No. 61, Texas' series 2012 unlimited-tax refunding bonds. At the same time, Standard & Poor's affirmed its 'A' rating on the district's existing general obligation (GO) debt. The outlook is stable. The rating reflects our view of the district's: Participation in the Houston metropolitan statistical area's deep and diverse economy; Very strong financial position coupled with a strategic partnership agreement with Houston that provides the district with a financial benefit from its property tax base's nonresidential component; and Mature development, limiting any significant future capital needs.
