Standard & Poor's Ratings Services assigned its 'AA' rating and stable outlook to North Colonie Central School District, N.Y.'s series 2012 general obligation (GO) school district refunding bonds and affirmed its 'AA' rating, with a stable outlook, on the district's existing GO debt. The rating reflects our assessment of the district's: Primarily residential area with a sizable commercial base that participates in the regional Albany metropolitan statistical area economy and employment base; Stable property tax base with no tax base concentration; Very strong wealth and income, coupled with, what we consider, historically below-average unemployment; Good finances with, what we view as, strong reserves; and Low-to-moderate debt, coupled with manageable additional capital needs.
