Abstract
Standard & Poor's Ratings Services raised its long-term rating and underlying rating (SPUR) one notch to 'AA' from 'AA-' on Harker Heights, Texas' general obligation (GO) debt outstanding. The raised rating reflects our view of the city's historically very strong financial position, which has strengthened further in recent years. At the same time, Standard & Poor's assigned its 'AA' long-term rating to the city's series 2012 GO refunding bonds. The outlook on all ratings is stable. The ratings also reflect our view of the city's: Continued tax base expansion, Strong median household effective buying income, and Limited impending future capital needs requiring the issuance of additional debt.
