Abstract
Standard & Poor's Ratings Services rates 128 sovereign governments and has transfer and convertibility (T&C) assessments for each country with a rated sovereign. In January, Standard & Poor's lowered its foreign-currency ratings on nine eurozone sovereigns: Austria, Cyrus, France, Italy, Malta, Portugal, Slovakia, Slovenia, and Spain. Two-notch downgrades pushed the ratings on Portugal and Cyprus into the speculative-grade range (specifically, the 'BB' category); the ratings on Italy and Spain also fell by two notches, but they remain investment grade. Standard & Poor's removed all of the eurozone sovereign credit ratings from CreditWatch, and all of these sovereigns but two have negative outlooks.
