Abstract
Standard & Poor's Ratings Services has assigned its 'AA-' long-term rating to Superior School District, Wis.' general obligation (GO) refunding bonds, series 2012. At the same time, we affirmed the 'AA-' long-term rating and underlying rating (SPUR) on the district's previously rated debt. The outlook is stable. The ratings reflect our view of the district's: Access to employment opportunities throughout the diversifying Duluth, Minn.-Superior, Wis. economic area; Strong per capita market value; Very strong general fund reserves; and Moderate overall net debt burden. In our view, the district's below average, but good, income levels and revenue-raising inflexibility, due to a reliance on the state funding formula, partially offset the above strengths.
