Abstract
Standard & Poor's Ratings Services assigned its 'AA-' long-term rating to the Arizona Board of Regents' series 2012A, 2012B, and 2012C refunding certificates of participation (COPs), issued for the University of Arizona (UA or the university). In addition, Standard & Poor's affirmed its 'AA' long-term rating and underlying rating (SPUR) on the board's system revenue bonds and its 'AA-' long-term rating and SPUR on the board's COPs and Stimulus Plan for Economic and Educational Development (SPEED) bonds, both issued for the University of Arizona. The COPs ratings are different from those on the system revenue bonds because the COPs' lease structure is subject to annual appropriations.
