Standard & Poor's Ratings Services assigned its 'AA+' long-term rating to West Des Moines Community School District, Iowa's series 2011 general obligation (GO) school capital loan notes. Standard & Poor's also affirmed its 'AA+' rating on the district's GO debt outstanding. The outlook is stable. The rating reflects our view of the district's: Status as an employment and residential center for the entire Des Moines metropolitan area; Participation in the stable, deep, and diverse Des Moines MSA employment base; Strong financial position despite a recent use of reserves; Prudent financial management policies and practices; and Moderate per capita debt burden including overlapping debt, with rapid amortization.
