Standard & Poor's Ratings Services assigned its 'AA+' long-term rating to West Des Moines Community School District, Iowa's general obligation (GO) capital loan notes, series 2010. The outlook is stable. The rating reflects our view of the district's: Status as an employment and residential center for the entire Des Moines metropolitan area; Access to and participation in the stable and diverse Des Moines MSA employment base; Strong financial position; Prudent financial management policies and practices; and Moderate per capita debt burden including overlapping debt, with rapid amortization. The district's future capital needs and related debt plans offset the above strengths.
