Standard & Poor's Ratings Services assigned its 'AA+' long-term rating to Will County Forest Preserve District, Ill.'s series 2012 unlimited-tax general obligation (GO) refunding bonds. We also affirmed our 'AA+' underlying rating on the district's previously issued debt. The outlook is stable. The ratings reflect our view of the district's: Participation in the deep and diverse Chicago, Ill., metropolitan statistical area economy; Very strong income levels and market value per capita; Historically strong financial performance, including annual operating surpluses that have resulted in very strong reserve levels; and "Good" financial management under our Financial Management Assessment (FMA) methodology.
