Abstract
Standard & Poor's Ratings Services assigned its 'AA+' program rating and 'A+' school issuer credit rating (ICR) and stable outlook to Valdosta City School District, Ga.'s series 2012 general obligation (GO) sales tax bonds. The program rating reflects our opinion of the strength of the Georgia State Aid Intercept Program. The ICR reflects our opinion of the district's: Diverse and stable economic base, anchored by Moody Air Force Base and Valdosta State University; Sizable and very diverse property tax base; Strong finances; and Low debt. We believe what we consider the district's below-average wealth and income somewhat offsets these credit strengths. The district's full-faith-and-credit pledge secures the bonds.
