Abstract
The 'AA' rating on Kenosha, Wis.' series 2007A GO promissory notes reflects the following credit strengths: Participation in both the Milwaukee, Wis. and Chicago, Ill. MSAs' regional economies; Stable financial performance with solid reserves; and Average debt burden. Offsetting these strengths are average economic indicators and an unemployment rate that has consistently remained above both state and national averages. Payment of debt service on the series 2007A promissory notes is secured with the city's GO unlimited-tax pledge. Proceeds of the notes will fund the city's 2007 capital improvement program. Kenosha, located in southeastern Wisconsin on Lake Michigan about 55 miles north of Chicago and 35 miles south of Milwaukee, is the seat and service center for Kenosha County (rated 'AA')....
