Abstract
Standard & Poor's Ratings Services has affirmed its 'BBB-' rating on Douglas County, Minn.'s $24.9 million fixed-rate series 2008 bonds, issued for Douglas County Hospital (DCH). The outlook is stable. The affirmation reflects our opinion of the hospital's adequate operating performance, although softer than in previous years, good balance sheet, strong market position, and declining utilization. Douglas County Hospital is considering a strategic opportunity that may involve additional debt, which we will evaluate at the time of issuance. We believe the hospital has additional, although limited, debt capacity at the current rating level.
