Abstract
Standard & Poor's Ratings Services has raised its long-term rating on Pennsylvania Higher Educational Facilities Authority's series 2006A (phase I) and 2007A (phase II) revenue bonds to 'BBB+' from 'BBB'. At the same time, Standard & Poor's assigned its 'BBB+' long-term rating to the authority's series 2012 (phase IV) revenue bonds. All of the debt is issued for the Foundation for Indiana University of Pennsylvania (FIUP), for student housing projects at Indiana University of Pennsylvania (IUP). The foundation also has additional debt (phase III) bonds that Standard & Poor's does not rate.
