Abstract
The 'AA-' Standard & Poor's underlying rating (SPUR) on Evansville-Vanderburgh County Building Authority, Ind.'s series 2003 lease rental revenue bonds, supported by Vanderburgh County, reflects the county's: Role as a regional economic center, Stable financial position, and Low debt burden with minimal capital needs. The county's limited number of formal management policies offsets these strengths. Debt service on the bonds is secured with lease rental payments made by the county to the authority. Lease rental payments are mandatory and constitute an unlimited ad valorem tax pledge of the county.
