Abstract
Standard & Poor's Ratings Services assigned its 'A+' rating and stable outlook to Holland Patent Central School District, N.Y.'s series 2012 general obligation (GO) school district refunding bonds and affirmed its 'A+' rating, with a stable outlook, on the district's existing GO debt. The rating reflects our opinion of the district's: Access to additional employment opportunities in the Utica-Rome metropolitan statistical area (MSA); Good income; Strong finances; and Low debt burden, net of estimated building aid, with, what we consider, rapid debt amortization. We believe somewhat offsetting these credit strengths are the district's: Limited local economy, and Reliance on state aid. The district's full-faith-and-credit pledge secures the bonds.
