Abstract
Standard & Poor's Ratings Services has raised its underlying rating (SPUR) on Dorchester County, S.C.'s waterworks and sewer system revenue bonds to 'AA-' from 'A+' based on our view of the county's ability to sustain a healthy financial profile, with improved liquidity, as it decreases its reliance on growth-related impact fees. At the same time, we assigned a 'AA-' long-term rating to the system's series 2012 waterworks and sewer system revenue refunding bonds. The outlook on all ratings is stable. The rating reflects our assessment of the following credit strengths: A stable service area economy that demonstrates good income levels and below-average unemployment, benefitting from its participation in the greater Charleston metropolitan statistical area; Sound system operations with ample water...
