Standard & Poor's Ratings Services has raised its underlying rating (SPUR) on Dorchester County, S.C.'s waterworks and sewer system revenue bonds to 'AA-' from 'A+' based on our view of the county's ability to sustain a healthy financial profile, with improved liquidity, as it decreases its reliance on growth-related impact fees. At the same time, we assigned a 'AA-' long-term rating to the system's series 2012 waterworks and sewer system revenue refunding bonds. The outlook on all ratings is stable.
