Standard & Poor's Ratings Services assigned its 'AA-' long-term rating to South Panola School District, Miss.' series 2012 state aid capital improvement refunding bonds. The outlook is stable. The rating reflects the school district's eligibility for, and participation in, the Mississippi State Aid Intercept Program. The program was created under the state's Accountability and Adequate Education Program Act of 1997, which allows school districts to authorize the state board of education to withhold some of the district's Mississippi adequate education program (MAEP) funds and pledge them for debt service on capital improvement bonds.
