Abstract
On Nov. 19, 2003, Standard & Poor's Ratings Services raised the short-term ratings on Mizuho Corporate Bank Ltd. (MHCB) to 'A-2' from 'A-3' and revised the outlook on the long-term rating on the bank to stable from negative. Supporting factors for the revision to the short-term ratings on the bank include an improvement in liquidity and a more moderate domestic operating environment. The rating on MHCB reflects Mizuho group's persistent asset quality problems, low revenues, and weak capital quality. MHCB's credit profile is closely linked with that of the group given the strong integration of the bank in the group's operations.
