The rating reflects our view of the parish's: Growing regional economy that has diversified beyond its historical dependence on the oil-and-gas industry, Very strong finances despite recent consolidated general fund reserve drawdowns, and Low GO debt. We understand that while payments in lieu of taxes from Lafayette Utilities System (A+/Stable) account for a large portion of general fund revenue, transfers helped provide revenue certainty to the general fund amid sales tax revenue softness in fiscal years 2009 and 2010.
