Following the parliamentary election in 2012 the government is again led by the Party of Regions of the president, Viktor Yanukovych. In early April Mr Yanukovych pardoned several opposition figures who had been sentenced for corruption or abuse of office. Following a second visit this year for talks on a large programme loan, the IMF left the country in early April with no deal in place. Pre-election policies prevented a narrowing of the budget deficit in 2012, and a large fiscal stimulus plan could damage prospects for fiscal restraint. More decisive action on fiscal consolidation and currency devaluation may now be postponed until the second half of 2013. Economic performance deteriorated sharply in the second half of 2012, taking real GDP growth for the year to just 0.15%. In the first three months of 2013 deflation continued. The current-account deficit widened to 8.4% of GDP in 2012, the largest on record.

The decision to pardon several jailed opposition politicians keeps hopes alive of signing and EU association agreement in 2013, but they may be scuppered in the end by a reluctance to release Yuliya Tymoshenko.

The Ministry of Finance placed another ten-year Eurobond, for US$1.25bn, in early April. Despite this, the failure to secure an IMF lending programme during the Fund's latest visit to Kiev heightens concern about public finances and the direction of economic policy.
