The consensus between the main parties on EU-related reforms will hold, although powerful interest groups and a large section of the public are likely to resist the fiscal and structural alterations required to meet the bloc's demands.

The four-party coalition led by the Social Democratic Party (SDP), which came to power in December 2011, is showing growing signs of strain and division. The need to pursue fiscal consolidation will further test relationships. Public confidence in the political elite will remain low, and social and ethnic tensions are likely to persist.

A general election is due in late 2015 or early 2016. With economic growth remaining elusive and the number of people in employment falling, the appeal of fringe parties and extra-parliamentary protest groups will increase. However, an early election is not part of The Economist Intelligence Unit's core scenario. A coalition led by the main opposition Croatian Democratic Union (HDZ) looks to be the most likely post-election government at present.
