The emir, Sheikh Sabah al-Ahmed al-Jabr al-Sabah, will remain the ultimate political authority, with important policy decisions determined within the ruling Al Sabah family. A decision by the opposition to boycott the December parliamentary election has resulted in a pro-government National Assembly. There is potential for this to result in more efficient decision-making, but the new parliament is already demonstrating similar tendencies to its predecessors. The opposition will continue to challenge the executive, demanding political reform. Real GDP growth will decline to 4.2% in 2013 as growth in oil production and exports slows. Growth is forecast to average 4.5% a year in 2013-17, supported by rising oil production and fixed investment. The budget and current-account balances will record healthy surpluses in 2013-17.
There are no changes to the political outlook. Tensions between the government and the opposition remain high following the December 2012 election.
There are no significant changes to the economic policy outlook. The Economist Intelligence Unit expects the fiscal account to record large surpluses throughout the forecast period.
