Taiwan conducted a naval drill on May 16th after describing as "insincere" the apology issued by the Philippines over the shooting of a Taiwan fisherman. He was killed by the Philippine coastguard seven days earlier, during a clash in waters where the exclusive economic zones of both countries overlap.
Following an ultimatum by Taiwan, on May 15th the Philippine president, Benigno Aquino, issued an apology via the Manila Economic and Cultural Office, the country's de facto embassy on the island. Although Taiwan described the statement as a "positive" step, it said that the apology was insufficiently formal and objected to the description of the shooting as "unintended". The Philippines has also been accused of being evasive over other demands by Taiwan, which include providing compensation to the victim's family and bringing those responsible for the incident to justice.
The naval drill, designed to show the government's ability to protect fishermen operating in waters where the shooting took place, is one of a series of counter-measures launched by Taiwan. These also include a freeze on the import of Philippine workers, the issuing of a travel alert and the suspension of high-level exchanges. Taiwan's government has been under pressure to adopt a tough stance amid widespread anger over the shooting.
