The Belgian steel industry is set for a poor year with a sharp downturn in external demand leading to the closure of domestic production capacity, according to BMI’s latest Belgium Metals Report. In 2011 Belgian crude steel output flatlined with growth of just 0.3% to 8.11mn tonnes (mnt). The final two months of the year saw substantial cuts in output in response to the effects of the eurozone crisis. In Q411, output was down 17.9% y-o-y, which meant that Belgium fell 100,000 tonnes shy of the full-year total forecast by BMI in the previous quarter. The decline continued into 2012 with output in January down 33% y-o-y to 500,000 tonnes, the lowest monthly level since August 2009. BMI estimates finished steel consumption growth slowed to 4.4% in 2011 from 26.9% in 2010.

However, a decline in demand growth in export markets has dealt a blow for the Belgian steel industry. Insufficient demand prompted ArcelorMittal to temporarily close its 1.65mn tonnes per annum (mntpa) blast furnace B at its plant in Liège as well as idling its 1.25mntpa No.2 blast furnace at Florange, France; one of which has remained offline since 2008 and the other was shuttered in August 2011.
