In 2011, Ukraine’s construction volume grew by 11.1% y/y to UAH 60.5bn (USD 7.6bn), data from the State Statistics Service showed. At the same time, the value of works over preparation of construction sites stood at UAH 2.744bn and over construction of buildings and facilities at UAH 51.797bn.The main factors affecting the construction market last year were the government’s capital investments in the EURO 2012 infrastructure projects as well as private capital investments and the improvement of the financial climate. More than UAH 10bn were allocated from the state budget for the construction of roads, stadiums, airports and other facilities as the country prepares to host the EURO 2012 football games together with Poland. In regards to private developers, their investments were mainly aimed at completing already started projects. The market participants refrain from making projections for the whole 2012 as the country’s financial situation seems unpredictable. Moreover, the coming parliamentary elections in the fall of 2012 add more to the uncertainty. Following a boom in the construction industry in 2011, a sharp slowdown in 2012 is anticipated. A combination of the base effects and the last minute preparations for the UEFA 2012 football tournament have enabled the industry to emerge from a deep recession in 2008-2010 and post growth. However, given the weak government finances, the poor economic growth and the absence of private sector investment, the sector’s expansion will not continue once the tournament has taken place.
