Alyaksandar Lukashenka won a fifth term as president in October 2015 and is likely to remain in office in 2016-17. There will be no breakthrough for the democratic opposition in the parliamentary election in late 2016.

A relatively high financing requirement this year, amid low energy prices and recession in Russia, suggests that the main short-term threat to stability is linked to the risk of a crisis in the public finances.

The government is unlikely to proceed far enough with market reforms to win IMF funding. It is most likely that the external funds needed to tide Belarus over until world energy prices recover will be supplied by Russia.
