The hydrocarbons sector is of great importance to the Libyan economy: oil and gas exports provided 90% of government revenue on average in 2005-10.

The sector was severely affected by the civil war, with oil production and exports grinding to a halt for several months. However, output has rebounded since the end of the conflict, and the Economist Intelligence Unit expects production to return to pre-conflict levels of 1.6m barrels/day (b/d) in 2013.

The huge potential for hydrocarbons discoveries that was expected following the lifting of the previous round of international sanctions in 2003-04 was not realised under the Qadhafi regime. Expansion of production in the sector is therefore likely to be slow.
