Although Mexico is the second-largest information and communication technologies (ICT) market in Latin America, average penetration rates are among the lowest in the OECD. In 2009 mobile telephony and broadband services penetration rates in Mexico were 74.8% and 8.4%, respectively, compared with 103% and 23.1% respectively in the OECD (according to the latest OECD figures). Mexico has among the lowest broadband penetration rates in the OECD.
Prices of mobile and broadband services have dropped significantly, but they remain high by international comparison, limiting a more aggressive telephony uptake, especially among the poorest segment of the population, concentrated in rural areas. In 2009 the prices of mobile and broadband services were 26% and 31%, respectively, higher than the average OECD price.
Headline broadband costs compare better with the OECD countries, but, in terms of the price per advertised speed, they remain expensive.
