Abstract
Standard & Poor's Ratings Services assigned its 'AAA' long-term rating to Sedgwick County, Kan.'s series 2010A general obligation (GO) bonds (Build America Bonds, or BABs -- direct payment) and series 2010B GO refunding bonds. At the same time, Standard & Poor's affirmed its 'AAA' long-term rating on the county's existing GO debt. The outlook is stable. The 'AAA' rating reflects our view of the county's: Deep economic and employment base in the Wichita, Kan. MSA, albeit with some concentration in the aircraft manufacturing industry; Conservative and sophisticated financial management policies that include long-range budget and capital plans; Very strong general fund reserves; and Limited service responsibility, coupled with a competitive tax rate.
