Abstract
Standard & Poor's Ratings Services assigned its 'A' long-term rating to Los Angeles County Schools Regional Business Services Corp., Calif.'s series 2012 certificates of participation (COPs) issued on behalf of El Monte City School District. At the same time, Standard & Poor's affirmed its 'A+' long-term and underlying rating (SPUR) on the district's outstanding general obligation (GO) debt. The outlook on all ratings is stable. The ratings reflect our view of the district's: Diverse local economy that participates in the greater Los Angeles regional metropolitan area; Good financial position, as evidenced by reserves that have been maintained at what we consider good levels during the past five fiscal years despite a history of declining enrollment; and Good financial management policies....
