Standard & Poor's Ratings Services assigned its 'A' long-term rating to Los Angeles County Schools Regional Business Services Corp., Calif.'s series 2012 certificates of participation (COPs) issued on behalf of El Monte City School District. At the same time, Standard & Poor's affirmed its 'A+' long-term and underlying rating (SPUR) on the district's outstanding general obligation (GO) debt. The outlook on all ratings is stable.
