Standard & Poor's Ratings Services assigned its 'AA-' long-term rating to Discovery Bay Public Financing Authority, Calif.'s series 2012 enterprise revenue bonds (water and wastewater financing projects) issued for the Town of Discovery Bay Community Services District. The outlook is stable. The rating reflects our view of the water and wastewater systems': Affluent residential service area with very strong income indicators and low unemployment rates; Adequate water supply and wastewater treatment capacity; Affordable water rates and moderate wastewater rates following sizeable rate increases in fiscal years 2012 and 2013; Manageable capital improvement program (CIP) that does not require any additional borrowing; and Strong projected debt service coverage (DSC) and strong liquidity positions.
