Abstract
Standard & Poor's Ratings Services has assigned its 'AAA' long-term rating to Chester County, Pa.'s series 2012 general obligation (GO) bonds and affirmed its 'AAA' long-term rating on the county's existing GO debt. The outlook is stable. The ratings reflects our opinion of the county's: Diverse economic base with access to the Philadelphia metropolitan area, Broad and diverse property tax base with very strong wealth and income levels, Very strong financial position and management team, and Moderate debt burden with manageable additional capital needs. The county's full faith and credit GO pledge secures the bonds. The county will use bond proceeds to fund projects under its capital plan.
