At the same time, Standard & Poor's affirmed its 'A+' long-term rating and underlying rating (SPUR) on the county's existing general obligation (GO) debt. The outlook is stable. The 'A+' rating reflects our view of the county's: Stable local economy centered on manufacturing, retail, and oil and gas production; Strong financial performance, indicated by healthy general fund reserves; and Moderate overall debt levels with limited debt-supported capital needs.
