Net Discrimination Won't Buy You Next-Generation Access

Diffraction Analysis, May 2011, Pages: 5

This report examines the financial impact of a (hypothetical) revenue share between Google and network providers. In order to do that the authors analyze Google's financial results in the UK and lay them parallel to the telco's own financial performance.

This is a must read report if:

- You defend either net neutrality or net discrimination

- You believe that the end of net neutrality would enable network investment

- You want to understand the relative financial wieght of “over the top” players

A number of highly visible telcos are pushing policy makers to adopt net discrimination rules so that they can earn revenue from content providers using their networks to deliver content to end users. Otherwise, they say, they won't be able to finance next-generation access networks. An examination of revenues in the “over the top” layer will help us assess the validity of these policy positions.
