Standard & Poor's Rating Services affirmed its 'A' long-term rating on Clay County, Kan.'s existing general obligation. The outlook is stable. The rating reflects our view of the county's: Low unemployment rate; Good financial position as a percentage of expenditures, albeit with nominally low available general fund reserves; and Limited additional capital needs, along with a low overall net debt burden. These strengths are partly offset by our view of the county's: Shallow economic and employment base, reflected in the area's adequate, but below average wealth and income levels; and Use of cash reserves to balance the budget.
